To help navigate the impact of the COVID-19 outbreak, and provide fast and direct economic assistance, Congress passed The CARES Act (2020), and The Consolidated Appropriations Act (2021).

The CARES Act implemented a variety of programs to address issues related to the onset of the COVID-19 Pandemic, such as the Coronavirus Relief Fund (CRF), and the Elementary and Secondary School Emergency Relief Fund (ESSER Fund).

The Consolidated Appropriations Act continued many of these programs by adding new allocations and guidance to address issues related to the continuation of the COVID-19 pandemic, such as the ESSER II Fund, the American Rescue Plan (ARP Act), and the ARP ESSER III Fund.
